The European Commission has issued a new directive regarding the Basic Safety Standards (Council Directive 2013/59/Euratom of 5 December 2013; Dutch version; French version). This directive should be transposed into national legislation before February 6, 2018. The FANC-AFCN is in charge for preparing a Royal Decree to that effect. As soon as we were informed of this process, BELNUC set up a working group with NM physicians, physicists and radiopharmacists in order to study the European directive and evaluate its potential impact on our practice. This was done in coordination with VBS-GBS. Furthermore, both BELNUC and VBS-GBS have been in contact with the FANC-AFCN. Several meetings took place before the release of a project of Royal Decree this summer. Although we had ample opportunity to express our views, we must admit we were disappointed in the proposal. We have submitted to the FANC-AFCN our remarks and comments in due time (Dutch version; French version), and we further expressed those concerns during the round table organized by the FANC-AFCN on September 28, 2017. A last meeting was held on November 21 to discuss specifically some of the aspects related to radionuclide treatments with the FANC-VBS and the BHPA.
At this stage we do not know what will contain the final Decree. The document should be made available in late December, and submitted to the advisory bodies such as the Superior Council of Health.
We feel it is of primary importance that you are fully informed of both the current state of the project and the joint efforts deployed by the VBS-GBS and BELNUC in order to reach a workable solution. It is certain that this law will have a major effect on the daily practice of nuclear medicine. It will affect the clinical management of our patients, the general organization and the costs in ways that we cannot fully comprehend until we read the final document.
